When you look into someone's eyes, you can learn a lot about them. The focus in one's eyes can tell you if they're listening, the darkness around one's eyes can tell you if they've been sleeping well, and the way the iris within the eye shakes can tell you if they're afraid.
Anomo's gaze doesn't petrify someone with magic, not at first. If they look at someone without anger in their heart, then the thing that will freeze them cold is the pain behind their eyes. Their eyes should be terrifying, slit pupils like a snake, but instead they see the way that those eyes shake, the way they flicker up and down anyone who comes close, as if seeing whether or not they're a threat. For someone to act like that immediately, for someone to look so afraid in the very moment they meet eyes with someone. It's enough to make someone freeze.
But it's not the misery that causes the true petrifying. It's the anger. If someone sees such a fragile creature with such sad eyes and still decides to torment it, then they deserve what was coming to them. When those slit pupils widen, just a little, and Anomo stares with all the anguish and rage in their heart, the magic starts to take hold. First, it freezes them in place, then it slowly causes their bones to lock up, and at the end of it all, their skin is encased in stone from the paws up, until the last thing they can move is their eyes.
Their eyes stay open for another day until they too are covered in stone, just so that they are forced to witness Anomo cry, to see them wail and tear things apart in a mix of sorrow and rage, knowing that it is their fault.
